DCC’s are relatively new. We’ve only had them about 15 years. In 1996 we had zero debt. We used to pay for infrastructure through revenue from taxation and dedicated reserve funds. New development paid through taxes.
Now we have high debt, no reserve funds, and huge commercial DCC’s that are already twice that of Salmon Arm, which discourages business investment. Ever wonder why Salmon Arm has so much more manufacturing?
Why are we so much in debt with all the extra tax revenue from the ski hill?
