It is called a municipal assist factor for a reason, because it is subsidizing the cost of DCC for future development, so yes an assist factor of 67% on taxpayers is to offset 50% of the costs of DCC which is a subsidy for development. Currently everyone hooked up to sewer pays sewer on their land taxes, that amount is for the maintenance of sewer or in your reference the cost of maintaining the vehicle.

The increase, 67% of sewer, will be subsidizing the "purchase" of a new vehicle, ie sewer plant, which the need is caused from the increased development...
